Partial reimbursements <br />are made until the developer is fully reimbursed. <br /> <br />13) Any dispute over bidding or fees may be heard by the Drainage Board <br />and City Council/County Commissioners. <br /> <br />14) The developer should be aware that all drainage fees are finally <br />computed to the time that bi ds are taken and not at the time of <br />platting. When structures are built in lieu of fees, the City/County <br />shall review the following for conformance with the Drainage Board <br />recommendations: <br /> <br />a. Review bid cost for construction of drainage structures that <br />were agreed upon in lieu of drainage fees. <br /> <br />b. Review bid cost for construction of drainage structures to <br />determine if letter of credit needs to be upgraded to cover <br />actual costs. <br /> <br />15) Fees on all basins are adjusted by City/County each year at their <br />first meeting of the year. <br /> <br />3.3 Drainage Basin Layout <br /> <br />County Basin Code <br /> <br />A basin number system was implemented to provide an orderly system of <br />i dentifyi ng and i ndexi ng the des i gnated County bas in areas. The bas i n number <br />is an eight digit alpha-numeric identifier composed of four designators as <br />shown below: <br /> <br />ABC D <br />00 -00 -00 -00 <br /> <br />Designator A - The first two digits signify the major basin designation. El <br />Paso County has thirteen major basins, each tributary to either <br />the South Platte (on the north) or the Arkansas (on the south) <br />Rivers in the State of Colorado. Figure No.3-I shows the major <br />basins and the major streams in the County. me thirteen major <br />basins and their two digit codes are listed below: <br /> <br />1) Beaver Creek (BE) <br />2) Big Sandy Creek (BG) <br />3) Bijou Creek (BI) <br />4) Chico Creek (CH) <br />5) Cherry Creek (CY) <br />6) Fountain Creek (FO) <br />7) Haynes Creek (HA) <br /> <br />, <br />. <br />, <br /> <br />3-3 <br />
