<br />In the rest of the reporting agencies, dam safety activi- <br />ties may be somewhat peripheral to their missions, but have <br />considerable importance because of damages and potential <br />Federal liabilities that could result from failure of the dams <br />for which the agencies are responsible. These agencies are: <br /> <br />Bureau of Indian Affairs <br />Bureau of Land Management <br />Fish and Wildlife Service <br />Mine Safety and Health Administration <br />National Park Service <br />Nuclear Regulatory Commission <br />Office of Surface Mining. <br />Department of Energy <br /> <br />As noted elsewhere, none of the agencies that submitted <br />reports to FEMA are responsible for dams on military reserva- <br />tions and data on those Federal dams are not available. <br /> <br />Aoolicabilitv of Federal Guidelines <br /> <br />The extent to which the Federal Guidelines apply to any <br />agency is very dependent upon the agency's mission. Among <br />Federal agencies, there are wide variations in relevance of <br />the Guidelines to the agency activities. The above grouping <br />of agencies to show importance of dam safety in their missions <br />also indicates, in a general way, the relevance of the Guide- <br />lines to those same missions. <br /> <br />Actions on Recommendations in Julv 1980 Reoort <br /> <br />The report of the panel of outside consultants retained by <br />FEMA in 1980 to review the first agency reports on implementa- <br />tion of the Federal Guidelines (Reference 4) made a number of <br />recommendations for improving Federal dam safety programs, <br />including recommendations for specific agencies. These <br />recommendations are shown in Appendix 16. <br /> <br />In general, the Federal agencies have implemented or are <br />implementing the ad hoc panel's recommendations where they <br />have authority and resources to do so. Some exceptions to <br />this are: <br /> <br />o Office of Surface Mining does not maintain an inventory <br />of dams for which it is responsible. <br /> <br />o Soil Conservation Service has not sought (nor does it <br />intend to seek) authority to further extend technical <br />assistance to owners of completed SCS-assisted dams, but <br /> <br />Chapter 3 - page 16 <br />
