<br />Chapter 3 <br /> <br />ANALYSIS OF FEDERAL AGENCY REPORTS <br /> <br />As noted in Chapter 1, most of the Federal agencies <br />involved with dams have now submitted to the Director of <br />the Federal Emergency Management Agency (FEMA) four reports, <br />which together set out each agency's actions through the end <br />of FY 1985 to implement the Federal Guidelines for Dam Safety. <br />The most recent group of these reports, concerning fiscal years <br />1984 and 1985, utilized a subject outline and format furnished <br />to the agencies by FEMA (Appendix 15). Appendices 1 through <br />10 contain material from the reports of individual agencies on <br />many of the subjects proposed by FEMA. The following summary <br />analysis, in general, utilizes the FEMA subject outlines. <br /> <br />Aaencv Responsibilities <br /> <br />As discussed in Chapter 2 and illustrated by more detailed <br />data in Appendices 1 through 10, among the two dozen Federal <br />departments and agencies accountable in some way for dam <br />safety, there are great variations in the types and degrees of <br />the responsibilities they exercise. For the most part, these <br />variations result from differences in agency missions and the <br />applicable statutory authorities. <br /> <br />In at least seven Federal agencies, dams and dam safety <br />are clearly central to mission accomplishment. These are: <br /> <br />Bureau of Reclamation <br />Corps of Engineers <br />Federal Energy Regulatory Commission <br />Forest Service <br />International Boundary and Water Commission <br />Soil Conservation Service <br />Tennessee Valley Authority. <br /> <br />Although its mission is very different from those of the above <br />listed agencies, there is some argument for including the <br />Federal Emergency Management Agency in that list because of <br />the importance of its role in furthering dam safety efforts. <br /> <br />By contrast, in at least four of the reporting agencies, <br />dam safety activities, as such, have very little importance to <br />the agencies' missions. These are: <br /> <br />Agricultural Research Service <br />Bureau of Mines <br />Farmers Home Administration <br />Rural Electrification Administration. <br /> <br />Chapter 3 - page 15 <br />
