<br />has adopted a positive program to seek coordination with <br />state dam safety agencies to assure that these dams <br />receive adequate inspections and surveillance. <br /> <br />o The Federal Guidelines for Dam Safety have not been <br />updated as suggested by the ad hoc panel. <br /> <br />Actions to implement the ad hoc panel's recommendations <br />have included: <br /> <br />o Coordination of efforts of the Mine Safety and Health <br />Administration and the Nuclear Regulatory Commission in <br />regulating tailings dams. <br /> <br />o Coordination of efforts of the Mine Safety and Health <br />Administration and the Office of Surface Mining in <br />regulating dams on coal mining properties. <br /> <br />o The operations of the Interagency Committee on Dam Safety <br />and the dam safety program of FEMA are achieving many of. <br />the objectives related to coordination of Federal <br />programs, interchange of information, and provision of <br />training recommended by the ad hoc panel. <br /> <br />o A formal agreement on dam safety responsibilities between <br />the Mexico and United States sections of the International <br />Boundary and Water Commission was executed in 1982. <br /> <br />ImDlementation of Federal Guidelines <br /> <br />In general, the Federal agencies are exhibiting commend- <br />able diligence in applying the Guidelines, although a number of <br />agencies are still several years away from completing all <br />planned remedial work on deficient dams. A number of agencies <br />also have indicated that shortages of funds and technical <br />personnel have hampered their work in dam safety. All agencies <br />have appointed a dam safety officer or otherwise specifically <br />assigned responsibilities for dam safety. <br /> <br />A few of the agency reports raise doubts as to the level <br />of commitment to implementing the Guidelines by the respective <br />agencies' top management. These agencies and the reasons for <br />such doubts are as follows: <br /> <br />o Bureau of Land Management. The agency has not yet <br />completed its inventory of BLM-owned dams and estimates <br />that as many as 1,000 dams are yet to be inventoried and <br />assigned hazard classifications. <br /> <br />o Office of Surface Mining.
