<br />at risk and conducting search and rescue. When the ICS plan is <br />activated, all key personnel know when and where to respond. The <br />plan also includes means for utilizing and dispersing personnel, <br />volunteers, vehicles and heavy equipment and for directing the <br />use of public buildings. The local military provides additional <br />personnel resources. <br /> <br />The ICS plan arranges for an emergency communication system. <br />The city has a mobile unit out of Fire station #11 which is <br />equipped with radio bands for communicating with local <br />departments and agencies. During an emergency there is at least <br />one on-site Public Information Officer to handle emergency <br />message composition, delivery and dissemination. In addition, <br />three people from various departments are assigned for <br />information, liaison and safety. <br /> <br />Colorado Springs' emergency operation plan includes <br />cooperative aid agreements with the following departments and <br />agencies: EI Paso County Disaster Services, all fire departments <br />including the military's, police departments I Highway Patrol, all <br />volunteer agencies, Search and Rescue, Pikes Peak REACT (for ham <br />radio and CB communication when other official communication <br />systems fail) and any other city or county departments which <br />might be helpful. Most state departments and agencies have <br />agreements through EI Paso County Disaster Services, and they can <br />be contacted by Disaster Services if it is deemed necessary. <br /> <br />Manitou Sprinqs <br /> <br />Manitou Springs' current flood warning system consists of a <br />float that measures water level at a location in Cascade. The <br />city is in the process of developing an emergency action plan, <br />the city of Manitou Springs Flood Operation Plan. <br /> <br />According to the plan, the police dispatcher receives the <br />first warning of a flash flood event. The following departments <br />are utilized in case of a flash flood: Fire, Police, Street, <br />Parks, Water, and Finance. The City Manager, City Planner, city <br />Clerk and the Mayor are also utilized during a flash flood. <br /> <br />The Manitou Springs' Water Department garage will serve as <br />the Emergency Operations Center (EOC). The Cliff House Dwelling <br />parking lot has been designated as the alternate EOC. <br /> <br />Manitou's plan includes personnel recall and instructions <br />for manning the EOC, activating the EOC, receiving emergency <br />personnel and the media, receiving and caring for displaced or <br />injured persons, providing shelter for displaced persons, <br />evacuating of the flood plain area at risk, conducting search and <br />rescue, and immediate clearing of debris.
