<br />The county's plan includes personnel recall and instructions <br />for manning the EOC, activating the EOC, receiving emergency <br />personnel and the media, receiving and caring for displaced or <br />injured persons, providing shelter for displaced persons and <br />immediate clearing of debris. The plan also includes means for <br />utilizing and dispersing personnel, volunteers (the personnel <br />officer at the County Building is responsible for directing <br />volunteer groups), vehicles and heavy equipment and for directing <br />the use of public buildings, such as public schools. <br /> <br />According to the El Paso County Disaster Plan, KVOR (1300 AM <br />radio) is the official emergency broadcast system for both <br />emergency operations support and public information and media <br />support. The county's plan includes agreements with local <br />television and radio stations for media coverage of flash flood <br />events. When severe weather occurs, it is heavily monitored, and <br />the familiar taped messages are broadcast. If indeed a flash <br />flood situation exists, the messages to be broadcast are decided <br />at that time by an executive authority. <br /> <br />The County's Disaster Plan includes cooperative aid <br />agreements with all municipalities in El Paso County as well as <br />with the Red Cross, the Salvation Army, the U.S. Army and the <br />public schools, among others. The county's plan serves as a <br />large umbrella for other entities in the county. <br /> <br />Colorado Sprinqs <br /> <br />Colorado Springs' current flash flood warning system <br />consists of stream gauges upstream which measure the water level. <br />A flash flood warning comes out of El Paso County Disaster <br />Services. <br /> <br />Co19rado springs Incident Command System (ICS) is the <br />community's emergency operation plan to be used for all emergency <br />situations in the city. First warning of a flash flood is <br />received by the Colorado Springs Fire Department. During a flash <br />flood event, the following departments are utilized: Fire, <br />POlice, Support Services, utilities, Public Works and Public <br />Relations. <br /> <br />A specific site has not been predetermined for an Emergency <br />Operations Center (EOC). According to the lCS, EOC sites are <br />chosen with regard to each emergency situation. <br /> <br />The city's plan includes personnel recall and instructions <br />for manning the EOC, activating the EOC, receiving emergency <br />personnel and the media, receiving and caring for displaced or <br />injured persons (triage is set up at the site, and all hospitals <br />are on alert), providing shelter for displaced persons (the Red <br />Cross and the Salvation Army), evacuating of the floodplain area <br /> <br />27 <br />
