<br />an agency for the administration and enforcement of floodplain <br />regulations. The Department became the facility for Regional <br />Floodplain Administration in the fall of 1985 when Colorado <br />Springs, Fountain, Manitou Springs, Green Mountain Falls, <br />Monument, Palmer Lake and EI Paso County signed an agreement in <br />response to federal regulations requiring communities to provide <br />a floodplain management program to govern the development of <br />activities within floodplains. <br /> <br />Flood' Hazard Boundary maps have been prepared by the Federal <br />Emergency Management Agency (FEMA) designating hazard areas <br />within EI Paso County. Since the county and its cities adopted <br />regulations to govern all new construction in the floodplain, it <br />was determined that a joint authority should be used for the <br />administration and enforcement of each entity's floodplain <br />regulations. Thus the Building Department became the agency <br />responsible for the administration of all adopted floodplain <br />regulations of the county and its cities, and a Regional <br />Floodplain Administrator was hired. <br /> <br />The responsibilities and duties of the Regional Building <br />Department in regard to enforcement of floodplain regulations <br />include the following: <br /> <br />a. Applications: The Department is responsible for the <br />confirmation of compliance of building applications with the <br />affected entity's floodplain regulations; <br />b. Development Plan Review: The Department reviews all plans <br />to determine that floodplain requirements have been met, <br />that all necessary governmental permits have benacquired, <br />and that floodway and flood fringe development regulations <br />have not been violated; <br />c. Use of Base Flood Data: In administering requirements for <br />building construction, the Department may use any base flood <br />elevation data available from other government agencies or <br />sources if proper data have not been provided; <br />d. Information Management: Information the Department must <br />obtain includes the elevation of the lowest floor of new <br />structures and the number of dwellings at risk in a flood. <br />The Department also maintains records on floodproofing <br />certification and public inspections; <br />e. Records of Watercourse Alteration: Notification of any <br />alteration to the watercourses is made to adjacent and <br />downstream communities in EI Paso county, the State of <br />Colorado and FEMA Region VIII, and maintenance must then be <br />provided within the altered portion of the watercourses; <br />f. Interpretations of Base Flood Elevation Boundaries: If a <br />conflict should arise between a mapped boundary and an <br />actual field, an interpretation would be made as to the <br />exact location of the boundaries of the areas of special <br />flood hazards; and, <br /> <br />23 <br />
