<br />g. Rules and Regulations: Subject to the approval of the local <br />governing political body, the Department may develop such <br />regulations and criteria as are necessary and consistent <br />with floodplain management guidelines outlined by FEMA. <br /> <br />The Building Department is also responsible for the <br />administration of appeal and variance procedures. Appeals and <br />applications for variances within the corporate limits of <br />Colorado Springs and areas within the jurisdiction of El Paso <br />County are referred to the City and County Drainage Board. <br />Appeals and applications for variances within the communities of <br />Fountain, Manitou Springs, Green Mountain Falls, Monument and <br />Palmer Lake are heard by the Regional Board of Review. This <br />Board will make recommendations to the affected governing body on <br />appeals and variances from the floodplain requirements. <br />Conditions for variances are considered by the FEMA administrator <br />who, if findings indicate a pattern inconsistent with sound <br />floodplain management, may suspend the community's Flood <br />Insurance Program, as long as certain criteria are met. <br /> <br />El Paso Countv Office of Disaster Services <br /> <br />The Office of Disaster services is responsible for <br />coordinating the activities necessary to respond to a natural or <br />man-made disaster which would impact El Paso County. <br />Specifically its functions include preparedness, mitigation, <br />response and recovery from disasters. It also assists and <br />supervises the preparedness and emergency planning of local <br />agencies and jurisdictions. <br /> <br />Disaster Services has prepared detailed plans outlining <br />procedures and assigning tasks and responsibilities to El Paso <br />County departments and agencies and to local municipalities, <br />agencies and their officials for the conduct of operations during <br />a threatened, imminent or actual disaster. The plans address the <br />actions to be taken regarding warning and communications, law <br />enforcement, elderly and handicapped services, medical and health <br />needs, search and rescue, evacuation, shelter, public works and <br />economic stabilization as well as others. In the event of a <br />major flood in El Paso County, the Office of Disaster Services <br />would adopt the guidelines set forth in these plans in <br />conjunction with the plans of individual jurisdictions. <br /> <br />National Flood Insurance Proqram <br /> <br />This is a federal program enabling property owners to <br />purchase flood insurance. The basis of the program is an <br />agreement between local communities and the federal government <br />that if a community adopts regulations to reduce flood' risks, the <br />federal government will provide insurance for the community to <br /> <br />24 <br />
