<br />3E. Mobile Communications Center <br />Although Clear Creek County has mutual aid agreements with Colorado State Patrol (CSP) <br />and Alpine Search and Rescue, who have mobile communications centers, theirs may not <br />be available in the event of a major disaster. Should county emergency communications <br />operations be interrupted, there is not a mobile altemative comm-center available. In this <br />project, the county is looking for anyone who has equipment that they are willing to part <br />with, to piece together, or build a workable mobile center for alternative use. This will be <br />a part of the partner request campaign that would define areas of need best suited for a <br />technical or radio savvy partner. <br /> <br />3a. Background <br />At one time back in the 1980's, Clear Creek County had a good siren warning system. <br />Today we do not have one, other than a fire engine and a megaphone. This county <br />because of the increased growth, must become state-of -the-art compliant for early <br />warning. The need for an emergency warning system plan is vital to match the <br />development of the "Master Plan '99" as it relates to the county's growth pattern. An EWS <br />committee has been organized including several technician members, head dispatcher, <br />the National Weather Service and TCI as a consultant in receiving match grants from <br />foundations that support communications technology. It is this committee that will develop <br />the "EWS Plan'. <br /> <br />3b. Project Description <br />The project is to plan a course of actions that would bring the county up to date with the <br />demand for early notification. It will require a combination of technical support and <br />equipment to complete each component area. Phase 1 is to upgrade sirens; Phase 2 is <br />to install Reverse 911; Phase 3 is to connect the EAS. Phase 4 is to put together a mobile <br />communications center. The phases once completed would effectively warn the residents, <br />the businesses, the mass travelers, the remote residents, the elderly, and the disabled. <br />Project Impact seed money would be used to develop a system to implement the actions <br />required to revamp the communications capabilities that currently exist. The design would <br />be instrumental in technically supporting the idea of master planning. In itself it is a <br />"technical' master plan for enhanced communications capabilities. <br />3c. Benefits <br />The EWS benefit is solely designed to facilitate the quickest conceivable warning and <br />smooth removal of people from harms way, in the case of.an emergency crisis, so that the <br />return to normal operation is as painless as possible. $40,000 expenditures to save <br />$150,00 in emergency response and shelter costs incurred during one winter storm event. <br /> <br />3d.
