C-DOT, in coordination with the United States Geological Survey (USGS) is currently
working on mapping of three quadrangles along 1-70; Idaho Springs; Grey's Peak and
Georgetown for better identification of water contamination source projects. Through
Project Impact coordination, this mapping would also be available for hazard overlay
overlay in GIS.

C2. Geological Hazard Analysis
Through the Project Impact initiative, the geological hazards identified were rock and mud
slides, avalanches, earthquake possibility and subsidence. Through better aerial
photography, mapping can identify vulnerable areas. The hazard analysis task force can
earmark the areas and provide recommendations for better protection development. The
recommendations will be a part of the Hazard Mitigation Section of Master Plan '99.

Hazus is a computer program that can gives financial damage information if an earthquake
were to occur. The program can project a damage dollar figure based on the structures
in any given area. Hazus is also programming for wind and flood damage figures.
Foreknowledge of damage costs would be an advantage in planning for disasters and how
to mitigate against them. This program is provided to Clear Creek County as a Project
Impact Community.

C3. Zoning/Building Regulations
Zoning, for development, will be determined once all analysis is completed. Development
procedures will be subject to strict hazard protection building regulations for a greater
protection from a natural, man-made or geological hazard event.

C4. Emergency Medical and Fire Protection
As development planning begins, OEM, the Ambulance Administrator and the Clear Creek
County Fire Authority will determine the responsibility of Emergency Fire and Medical
Service to those subdivisions.

Ca. Background
Up to this point, the comorehensive approach to solve the hazards risk facing Clear Creek
County has not existed. It has been a 'hit and miss' effort. The timing of Project Impact,
the pressure for answers and the tenacious coordination of many has brought a positive
force together, who are determined to be better prepared for the future.

Cb. Project Description
The project in this section is to support the mapping department with additional funds for
the hazard identification portion extracted from the aerial photography. The hazard
analysis task force will use the information to prepare the document that will outline the
hazard overlay. This will become the basis for the community hazard protection plan.

21
