Creek. Detailed hydraulic calculation were used to position the library out of the 100,
year floodplain and to determine where additional floodwater conveyance could be
gained to keep the 1 OO'year flood elevations from rising, Completed drainage and
flood permit evaluations/reports/designs which included floodproofing of the existing
building, Water quality aspects of stormwater were carefully evaluated, Drainage which
could not be directed to grassed swales or infiltrated was routed to new storm sewers
which were manifolded together and passed through a water quality inlet.
. Basin-Wide Alternative DamlReservoir Siting Feasibility Study, Colorado River
Water Conservation District, Northwest Colorado. Project Engineer, Completed
civil/construction aspects of a basin, wide reservoir siting feasibility study on the Yampa
River. More than 60 sites were screened which included visits to many in the field,
Screening criteria included development of a regional PMF relationship, site geometry,
geology, water yield, etc. Protection of in,stream flows for endangered species
preservation was a key element of this nationally unique project.

· Elkhead Dam/Reservoir Enlargement, Colorado River Water Conservation
District, Craig Colorado, Project Engineer responsible for completing a detailed
feasibility study for the downstream raise of this existing dam/reservoir from 15,000
acre, feet to 50,000 acre, feet in size, Comprehensive studies included detailed
inspection of the existing dam, geotechnical investillations, hydrology,
sediment/stream stability investigations, facilities sizing, costing, and related work,
Also completed a site specific hydrology report for tile dam raise design, including a
detailed reevaluation of the PMP/PMF,

· Fountain Creek Drainage Basin Planning Study, City of Colorado Springs,
Colorado. Project Manager, Developed a master drainage plan for eight miles of
Fountain Creek through the City of Colorado Springs, New basin hydrology and
hydraulics were determined. A conveyance plan utilizing largely "soft" channel
treatment was proposed and adopted, Preliminary design has been completed,

. Water Supply and Control Facilities, Rio Blanco Oil Shale Project, Meeker,
Colorado. Project Engineer. Responsible for preliminary planning of water supply
and surface water control facilities for the Rio Blanco Oil Shale project near Meeker,
Colorado. Water supply features evaluated included a major dam on the White River
(100,000 acre-feet), a possible transbasin diversion of Colorado Fliver water (30,100
cfs), on,site storage (100,000 acre, feet), and related large pumping plant (30 MW) and
transmission pipeline (10 feet), A comprehensive review of water rights and proposed
storage facilities was conducted. Surface water control features included numerous
retention and detention dams and surface drainageways required to protect open pit
mine and spent shale disposal area. Structures were sized for the PMF based upon a
statistical analysis of costs associated with the frequency of mine flooding. Conceptual
level engineering plans and cost estimates were prepared,

. Hardin Dam and Reservoir Feasibility Study, Colorado Water Conservation
Board, Greeley, Colorado, Project Engineer. Responsible for appraisal level study
of all water resource aspects of the Hardin Dam and Reservoir proposed on the South
Platte River near Greeley, Colorado. The primary project objectiVE! was to supply water
for irrigated agriculture by regulating highly seasonal and annually varying river flows
from this 12,000 mi2 drainage area, The feasibility of hydroelectric power production
