<br />-. <br /> <br />. <br /> <br />. <br /> <br />Alternative 1 shall be the "no action" alternative. Alternative 2 shall address structural <br />improvements and flood control features which shall include, but not be limited to, channel <br />capacity improvements in conjunction with bridge capacity improvements (Hwy 196 and <br />railroad crossings), grade control structures, bank protection measures, set -back levees (land <br />forms), debris removal, and other related features. <br /> <br />Alternative 3 shall address non-structural improvements such as elevation and/or relocation of <br />flood prone structures. Alternative 4 (optional) may consist of any other proposed solution <br />suggested by Contractor to supplement or replace Alternative 2 or 3. Alternative 4 (if chosen) <br />must be approved by CWCB prior to analysis. <br /> <br />The CWCB shall develop design hydrology for the Project. The Contractor will be provided with <br />lOO-year and 500-year peak flows at select locations along the project reach. <br /> <br />Contractor analysis of structural improvements shall include preliminary sizing, materials, and <br />location of all needed facilities to convey the 100-year flood flow. Analysis of the non-structural <br />improvements alternative shall include locations, costs, elevations, timing, and utility issues <br />associated with elevating and/or relocating flood prone structures. <br /> <br />Proposed solutions for Alternatives 2 and 3 shall be clearly depicted on drawings using the base <br />sheets provided by the CWCB. Contractor may use commonly accepted practices, <br />methodologies, and computer programs available for the feasibility-level designs and hydraulic <br />analyses. A hydraulic computer model for existing and proposed conditions shall be developed <br />by the contractor using the latest version of HEC-2 or HEC-RAS. The hydraulic models shall be <br />run for the 100-year and 500-year peak flows. Existing and proposed floodplain delineations for <br />the IOO-year and 500-year flows along the project reach shall be depicted on the provided base <br />sheets. A floodway analysis is not required for existing or proposed conditions. <br /> <br />Contractor shall provide preliminary construction/implementation cost estimates for each <br />alternative. Cost estimates shall include costs for necessary property acquisition and/or <br />easements. Unit costs for the proposed projects shall be mutually agreed upon by the Contractor <br />and the ewCB. Contractor shall provide text descriptions of all the alternatives, including the <br />consequences of the "no action" alternative, to be included in the final report. <br /> <br />Task 5 - Description of Proposed Project: <br />The Contractor and the CWCB shall mutually agree upon the alternative that will be <br />recommended as the proposed project. The Contractor shall also develop a maintenance plan for <br />the proposed project as required by FEMA. The Contractor shall provide required text, detailed <br />descriptions of the proposed project, and other information to be included in the final report for <br />the proposed project. <br /> <br />Task 6 - Cost Estimate: <br />The Contractor shall provide a table of refined construction cost information for the proposed <br />(recommended) project to be included in the final report. (Estimation of construction costs for <br />the alternatives were included in Task 4). The cost estimate shall include annual maintenance <br />costs. <br /> <br />. <br /> <br />4 <br />
