<br />.. <br /> <br />. <br /> <br />. <br /> <br />F100din2 Problems and F100din2 History <br />Flooding problems in Wiley are caused by inadequate channel, culvert and bridge capacities, poorly <br />planned development sites, flat topography, and other man-made flow obstructions that block the <br />natural drainage courses (i.e. railroad embankment, highway embankment). The CWCB recently <br />completed a floodplain information report (draft) for the town that presents an approximate 100- <br />year floodplain. A copy of this report will be transmitted to the Contractor for review. Floods on the <br />tributaries in Prowers County, including the Wiley Drainage Ditch, normally occur during the <br />spring and summer months from May through September as a result of intense thunderstorms or <br />large general rainstorms. <br /> <br />The most vulnerable housing area within the town is at the Gold Addition subdivision, which is <br />located on the northeast side of town upstream of Highway 196. The su.bdivision was built <br />approximately 12 years ago, and currently contains about 10 single family homes. Major flooding <br />damage was sustained to most of the 10 houses within the past 3 years during several flood events. <br /> <br />Prowers County, among other Colorado Counties, officially received a federal disaster <br />declaration on or after August 1, 1997 based on severe flooding conditions. The disaster <br />declaration made it possible for Prowers County to be eligible to receive federal funding (disaster <br />relief) which includes individual assistance, public assistance, and mitigation assistance. <br /> <br />Prowers County officials made requests to the CWCB for technical assistance with developing a <br />flood hazard mitigation feasibility study to address drainage and flooding problems in Wiley. <br /> <br />Obiective <br />The Project objective is to develop a flood hazard mitigation feasibility study and prepare <br />portions of a final report to assist the local government (WileylProwers County) with the <br />preparation of a full application for the Hazard Mitigation Grant Program (HMGP). The <br />completed application with included technical information must satisfy all of the FEMA <br />requirements in order for the community to be eligible to receive federal grant money for project <br />implementation. <br /> <br />Proiect Assilmments <br />Study tasks will be divided between the Contractor and the CWCB. The attached "Report <br />Outline" and supporting information will be the basis for performing the required work and <br />completing the final Project report.
