Craig Bell
Executive Director
Western States Water Council
220 South 2nd East
Suite 200
Salt Lake City, Utah 84111

Dear Mr. Bell:

I appreciate your keeping me apprised of the positions
developed by the Western States Water Council at the last
quarterly meeting.

.

As you are aware, we have had substantial success in
moving H.R. 5539, a measure to amend the 1902 Reclamation
Act. The measure was favorably reported from the House
Committee on Interior and Insular Affairs on February
24th, with Mr. Pashayan and myself joining a number of
our colleagues as co-authors. Because of the success of
this alternate measure, H.R. 4380 is now on the "back
burner", and further legislative action is not antici-
pated for this session.

I appreciate your sharing your views on the Corps of
Engineers' position relating to diversion of waters by
applicants of a Section 404 permit. For your further
information on this subject, I'm enclosing with this letter
a recent article from the National Journal on this issue.

Your suggestion for the application for hydropower licenses
under FERC is an interesting one, which certainly may
help alleviate some of the delays in licensing. I
appreciate your sending this information along to me.

Once again, thank you for Sharing your views. If I may
be of help to the organization on any other Federal issues,
please don't hesitate to call on me.

.

Sincerel~.~
~'-\ \.......Q~Q ~
TONY COELHO, M.C.
