R. 4380. The <br /> <br />bill establishes a water project insurance fund to assist water <br /> <br />authorities in financing the construction of reclamation, <br /> <br />irrigation and other water related projects and authorizes the <br /> <br />Secretary ~f Interior to administer the fund. The Council's <br /> <br />resolution expresses agreement with the concept outlined in <br /> <br />Section 5(a) of H. R. 4380 that any monies appropriated and <br /> <br />deposited in the Water Project Insurance Fund from the <br /> <br />Reclamation Fund shall be utilized only for expenses and payments <br /> <br />with respect to obligations related to the acquisition and con- <br /> <br />struction of irrigation works for the reclamation of arid lands. <br /> <br />It was the intention of the Western States Water Council <br /> <br />to urge that any other monies in the Water Project Insurance <br /> <br />Fund be used to insure obligations issued for the purpose of <br /> <br />constructing projects as defined in Section 2(c) of the act. <br /> <br />That definition includes any system or facilities used or useful <br /> <br />for the reclamation of arid lands or for irrigation purposes and <br /> <br />for the generation or transmission of electrical energy therefor <br /> <br />or for the development of potable water supplies and the storage, <br /> <br />regulation and distribution thereof for domestic, municipal, <br /> <br />industrial and other uses. <br /> <br />(Emphasis Added) A literal inter- <br /> <br />pretation of the Council's resolution might lead your Committee <br />
