<br />In problems concerned with th~ planning and management <br /> <br />of development in the~oDd plain of Fountain Creek, the possible <br /> <br /> <br />future occurrence of floods of the size of the Intermediate Re- <br /> <br /> <br />gional Flood and the Standard Project Flood should be considered. <br /> <br /> <br />The report containe maps, profiles, and cross sections <br /> <br />which indicate the extent of flooding thet may occur on Fountein <br /> <br /> <br />Creek in the vicinity of Pueblo. This should prove helpful in <br /> <br /> <br />planning wise use of the flood plains. From the maps, profiles, <br /> <br /> <br />and cross sections, the depth of probable flooding by the Inter- <br /> <br /> <br />mediate Regional or Standard Project Flood at any location may be <br /> <br /> <br />estimated. With this information, floor levels for buildings may <br /> <br /> <br />be planned high enough to avoid flood damage or, if at lower ele- <br /> <br /> <br />vations, with recognition of the chance and hazards of flooding <br /> <br /> <br />that are being taken. <br /> <br /> <br />The report does not include plans for the solution of <br /> <br /> <br />flood problems. Rather, it is intended to provide the basis for <br /> <br /> <br />further study and planning on the part of the city of Pueblo and <br /> <br /> <br />the Pueblo Regional Planning Commission. In .developing local <br /> <br /> <br />planning programs, consideration should be given to providing in- <br /> <br /> <br />structions for disas~er operations, controlling developments in <br /> <br /> <br />the flood plain through zoning and subdivision regulations, and <br /> <br /> <br />including appropriate structural adaptations in building codes. <br /> <br /> <br />The combining of nonstructural control measures with construction <br /> <br /> <br />of flood protection works generally constitutes the most effective <br /> <br /> <br />approach to flood loss management.. <br /> <br /> <br />The Albuquerque District of the Corps of Engineers <br /> <br /> <br />will, upon request, assist Federal, State, and local agencies <br /> <br /> <br />in the interpretation and use of the information contained herein, <br /> <br /> <br />and will provide other available flood data related thereto. <br /> <br />ii <br />
