<br />INTRODUCTI ON <br /> <br />This report relates to the flood situation along <br /> <br /> <br />Fountain Creek in the vicinity of Pueblo, Colorado. It was pre- <br /> <br /> <br />pared at the request of the Pueblo Regional Planning Commission <br /> <br /> <br />through the Colorado Water Conservation Board. Data are included <br /> <br /> <br />to aid in solving local flood problems end in determining the <br /> <br /> <br />best use of land subject to overflow. The report is based upon <br /> <br /> <br />information on rainfall, runoff, historicel flood records, ex- <br /> <br /> <br />isting concentrations of development, stream conditions, and <br /> <br /> <br />other hydrological factors which bear upon the occurrence and <br /> <br /> <br />size of floods in the Pueblo area. New development, land use <br /> <br /> <br />changes, bridges across the river, and channel alterations in- <br /> <br /> <br />cluding construction of reservoirs are a few of the factors <br /> <br /> <br />which would affect the amount of runoff reaching the stream and <br /> <br /> <br />its capacity to convey the floodflows. Expansion of developments <br /> <br /> <br />in large areas of the fountain Creek watershed or construction <br /> <br /> <br />of water control structures may alter hydrological conditions <br /> <br /> <br />sufficiently to warrant future reviews and possible amendment <br /> <br /> <br />of this report. <br /> <br />The report covers two significant phases of the Pueblo <br /> <br /> <br />flood problem. first, it brings together availeble records of <br /> <br /> <br />the largest known floods of the past in the vicinity of Pueblo. <br /> <br /> <br />Secondly, it treats of probable future floods: namely, Intermediate <br /> <br /> <br />Regional Floods and Standard Project floods. Intermediate Regional <br /> <br /> <br />floods have an average frequency of occurrence in the order of <br /> <br /> <br />once in IDD years. They are determined from an analysis of known <br /> <br /> <br />floods on the fountain Creek watershed and other streams in the <br /> <br /> <br />same general geographical region which have similar physical <br /> <br /> <br />characteristics. Standard Project floods are floods of rare <br /> <br /> <br />occurrence and, on most streams, are considerably larger than <br /> <br /> <br />any floods that have occurred in the past. However, they should <br /> <br /> <br />be considered in planning for use of the flood plains. <br /> <br />i <br />
