<br />LOCAL REQUEST FOR DESIGNATION <br /> <br />e <br /> <br />WHEREAS, the Town of NOIwood was notified III writing of the CWCB's proposed <br />designation action; and <br /> <br />WHEREAS, Town of Norwood officials were receptive to the CWCB'sdesignation and <br />approval program for their current regulatory floodplain mapping, but requested that said Flood Hazard <br />Boundary Map dated November 22, 1974 not be designated by the Board; and <br /> <br />COR.S. AUTHORITY <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water <br />Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any <br />storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water <br />Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(l)(c), Colorado Revised Statutes, directs the Colorado Water <br />Conservation Board to designate and approve storm or floodwater runoff channels or basins and to <br />make such designations available to legislative bodies oflocal jurisdictions; and <br /> <br />COMPLIANCE WITH CWCR TECHNICAL STANDARDS <br /> <br />e <br /> <br />WHEREAS, the floodplain information for the Town of Norwood as presented on said Flood <br />Hazard Boundary Map dated November 22, 1974 is inconsistent with the floodplain information on <br />said Flood Insurance Rate Map dated September 22, 1992; and <br /> <br />WHEREAS, 100-year peak discharges within Town of Norwood for Ed Joe Draw were <br />developed by Montgomery-Watson utilizing the latest available CWCB regional regression equations <br />entitled "Guidelines for Determining 100-year Flood Flows for Approximate Floodplains in Colorado" <br />and meets all of the requirements listed under the Board's "Rules and Regulations for the Designation <br />and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408- <br />1); and <br /> <br />WHEREAS, hydraulic determinations for the approximate floodplain delineations along Ed <br />Joe Draw within the Town of Norwood were prepared by Montgomery Watson using approximate <br />hydraulic techniques approved under the Board's "Rules and Regulations for the Designation and <br />Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408- <br />1); and <br /> <br />WHEREAS, the hydraulic determinations by Montgomery-Watson were completed to <br />estimate 100-year flood depths and floodplain top widths at certain stream locations along Ed Joe <br /> <br />e <br /> <br />2 <br />
