<br />SECTION II. - CLASSIFICATION OF <br />ENGINEERING SERVICES <br /> <br />General <br /> <br />The engineering services performed by a Consulting Engineer can, for con- <br />venience, be grouped into two broad categories: (I) consultation, investigations <br />and reports and (2) services for a design type project. The scope of work involved <br />in a design type project generally follows a conventional pattern, while consulta- <br />tion, investigation and report services vary widely in nature and scope. The two <br />categories are discussed separately in the paragraphs which follow. <br /> <br />Consultation, Investigations, and Reports <br /> <br />These services deal primarily with collecting, interpreting, and reporting in- <br />formation, together with drawing conclusions and making recommendations. <br />Under this heading may be listed: <br />I. Direct Persol/lll Servke. - This comprises service by individual consul- <br />tants with specialized knowledge, rendered on either a full-time or a part-time <br />basis. Assistance in the preparation of legal proceedings, appearances before <br />courts or commissions to state opinions and conclusions, and investigations of <br />technical matters are examples of such practice requiring engineering knowl- <br />edge, experience, and judgment. Such practice does not cover projects where <br />working or construction drawings are produced nor does it include responsible <br />services during construction of such projects. <br />2. Preliminary and Feasibility Investigations, Cost Studies, and Economic <br />Comparisons. - These specific consulting services may precede the authoriza- <br />tion ofa project, and may involve extensive investigations, analyses of condi- <br />tions, and comparisons of severa] possible plans. Such studies may include <br />impact of a project upon the environment, operating costs, financing considera- <br />tions, and expected revenue as bases for conclusions and recommendations re- <br />garding the advisability of undertaking a project. <br />3. Planning Studies. - These services of the Engineer cover the broad areas <br />of developing master plans for long-range capital improvement programs; prep- <br />aration of land development, city, and regional plans; and the investigation of <br />environmental conditions and preparation of impact statements with subsequent <br />planning to improve or maintain those conditions. Such planning often requires <br />the coordination of the work of many special disciplines outside the field of <br />engineering. <br /> <br />9 <br />
