<br />CONSULTING ENGINEERING <br /> <br />11 <br /> <br />As an example, the services of a Resident Project Representative are included <br />in the Special Services instead of in the Basic Services because the extent to <br />which such services are required will depend on the size and complexity of the <br />work, governing codes, the time period the actual Contractor or Contractors <br />require to accomplish the construction, and the Client's facilities. <br />Basic Services <br /> <br />The Basic Services usually required on projects in the civil engineering field, <br />and where both desigu and some representation of the Client during construction <br />are contracted for, are accomplished in three distinct and sequential phases as <br />follows: <br /> <br />Preliminary studies, layouts, <br />and cost estimates <br />Preparation of drawings, speci- <br />fications, and contract <br />documents <br /> <br />Owner's representative during <br />construction <br />1. The Preliminary Phase - This phase of project development establishes <br />the general size and scope of the project, and its location on the site. The basic <br />services may include the following: <br />a. Conferences with the Client to review his wishes and requirements; inspec- <br />tion of the site; review of available material assembled by the Client; and <br />discussion of scheduling. Conferences also may be held with various ap- <br />proving and regulatory agencies, and with those utility companies affected; <br />b. Planning for and assisting the Client in procuring the necessary reconnais- <br />sance surveys and other field investigations; <br />c. Preparation of preliminary engineering studies and designs. These will be <br />submitted for review and approval by the Client and other required approv- <br />ing agencies; <br />d. Preparation of preliminary layouts, sketches, outline specifications and <br />reports, where applicable, and the Engineer's specific recommendations; <br />and <br />e. Preparation of preliminary cost estimates of the project.' <br />Where the Client is another engineering organization or an architectural firm, <br />the preliminary phase may have heen accomplished by the Client, and the En- <br />gineer may therefore proceed directly into the design phase. <br />2. The Design Phase - This phase of project development is usually under- <br />taken only after approval by the Client of the preliminary design, report, and <br />estimate.
