<br />COLORADO FLOOD CONTROL <br />AND DRAIIWlE LAWS <br /> <br />TOPIC TITLE <br /> <br />STATUTES <br /> <br />PURPOSES <br /> <br />COUNTY PLANNING ~m ZONING <br /> <br />(Original Enactment in 1939) <br /> <br />Boards of county commissioners are authorized to <br />provide for the physical development of <br />unincorporated te.rritory and to provide for zoning <br />of all or any parts of the unincorporated territory <br />(30-28-102) County planning commissions shall: <br /> <br />o encourage the promotion of the general welfare. <br />health and safety by efficiency and economy in <br />development. including the distribution of <br />population and land uses for urbanization. <br />industry. agriculture. recreation and forestry. <br /> <br />o create favorablE! conditions for the pUblic well <br />being, <br /> <br />o <br /> <br />reduce the waste of <br />financial resources from <br />congestion of population, <br /> <br />human, and <br />scattering or <br /> <br />physical. <br />excessive <br />and <br /> <br />o tend to efficient and economic utilization, <br />conservation. and production of food and water. <br />and drainage, sanitary. and other fclcilities and <br />resources (30-28-107). <br /> <br />District planning and county planning commissions <br />may be established within the county. Regional <br />planning commissions may be jointly created by <br />counties and others. Three types of planning <br />commissions may be created under this statute and <br />are outlined as follows: <br /> <br />o The county planning commission is the basic <br />planning instrument and is required in counties <br />where the population is 15.000 or more for the <br />purpose of establishing SUbdivision regulations <br />(30-28-103, 30-28-133). <br /> <br />o District planning commissions are created for <br />limited areas on the petition of residents and <br />property owners (30-28-119) to prepare zoning <br />regulations fOlC the unincorporated areas within <br />the district. <br /> <br />o Regi.onal planning commissions. where created, <br />have the primary responsibi 1 i ty for broad plans <br />and studies that clearly affect the physical <br />development of two or more governmental units <br />(30-28-131). <br /> <br />II-B-l <br />
