The zoning and planning commissioners are <br />created by municipal ordinance (31-23-203) or <br />appointed by the governing body of the municipality <br />(31-23-306, -307), as is the board of adjustment. <br /> <br />The governing body of a municipality may be involved <br />in administration by appeals under certain <br />circumstances (31-23--209, -217, -220, -222). For <br />regulation of personnel, see sections 31-23-203, <br />-306,-307) . <br /> <br />The planning commission may adopt the master plan as <br />a whole or by parts; however, pUblic hearings are to <br />be held for each adoption (31-23-208). <br /> <br />Future street location reservations are controlled <br />by statute inclUding the procedure for determination <br />of compensation (31-23-220--224). <br /> <br />A "Notice of Major Activity" inVOlving five or more <br />acres of land sha 11 be given to the COlorado Land <br />Use Commission, The State Geologist, and the board <br />of county commissioners (31-23-225). <br /> <br />The governing body of a municipa li ty may. by <br />ordinance. assume and exercise any power granted to <br />or duty of the muni.cipal planning commission, or <br />delegate any such power to impose fines and <br />penalities; providing that any delegation retains <br />the right to appeal to the governing body <br />(31-23--227) . <br /> <br />The governing body oj: a municipality shall provide <br />for determination of the rules and regulations for <br />zoning districts. their establishment, enforcement, <br />and modification (31-23-304). <br /> <br />Implementation is affected by provisions within each <br />section and the entire statute should be consulted. <br />This discussion is not complete.
