<br />COLORADO fLOOD CONTROL <br />AND DRAIIWlE LAWS <br /> <br />RELATED TOPICS <br /> <br />SPECIAL POWERS <br /> <br />o District. county, and municipal planning <br />commissions haVE! the primary responsibility for <br />all planning and sUbdivision regulation within <br />the county (30-28-131). <br /> <br />SUbdivision regulations and building codes. <br /> <br />County and regional planning commissions <br />power to conduct surveys and studies of <br />conditions and probable growth of the <br />under their jurisdictions (30-28-107). <br /> <br />have the <br />existing <br />territory <br /> <br />County planning commissions through the approval <br />process have the power to regulate roads. parks, <br />pUblic ways, grounds. spaces. pUblic buildings or <br />structures. and public utilities (publicly or <br />privately owned), subject to overruling by the Board <br />of County Commissioners or other bodies which may <br />have regulatory jurisdiction over some projects, <br />such as the PUblic Utilities Commission (30-28-110). <br /> <br />Regional planning commissions have review authority <br />over matters not local in nature. They may initiate <br />their own review and report on inconsistencies with <br />regional plans. Planning commissions or governing <br />bodies with direct authority may overrule <br />disapproval (30-28-110). <br /> <br />County planning commissions formulate and adopt <br />master plans for the physical development of the <br />unincorporated areas within the county. These master <br />plans may include recommendations for: <br /> <br />o the general location and character of roads. <br />bridges. playgrounds, forests, reservations. <br />parks, airports, or other publ ic grounds. places <br />or spaces, or changes in their acceptance. use or <br />abandonment (30-28-106); <br /> <br />o the general location and extent of pUblic <br />utilities and terminals. for water, light. power, <br />sanitation. transportation. heating. communication <br />or other utilities, or changes in their works <br />(30-38-106); <br /> <br />o solar energy <br />(30-28-106); <br /> <br />devices <br /> <br />access <br /> <br />sunlight <br /> <br />and <br /> <br />o <br /> <br />the general <br />community <br />developments <br />conservation <br /> <br />character. location. and extent of <br />centers. town sites. housing <br />pUblic or private. and urban <br />or redevelopment areas (30-28-106); <br /> <br />II -B-;! <br />
