The master plan shall show: o the general location. character and extent of streets, subways, bridges. waterways, waterfronts, parkways. playgrounds. squares, parks, aviation fields. and othe]: pUblic ways. grounds. and open spaces; o the location and extent of pUblic utilities and terminals. for water and other purposes; o remova I or changes of publ ic ways. open spaces. utilities; o a zoning plan for height. area. bulk. location and use of buildings and structures (31-23-206). When the master plan has been adopted. no street. square. park. publ ic way. open space. publ ic building or public utility shall be constructed until submitted for approva 1 to the planning commission for approval. The planning commission may be overruled if it fails to approve the proposed project by the municipality's governing body or the governmental body having juriSdiction (31-23-209).
