<br />COLOlWlO HOllO CONTROL <br />Alii DRAINAGE lAWS <br /> <br />SPECIAL POWERS <br /> <br />Zoning <br /> <br />Zoning power specifically includes the power to <br />regulate and restrict the height. number of stories. <br />and size of buildings and other structures. and the <br />percentage of lot that may be occupied. size of open <br />spaces and yards. vegetation. density of population. <br />and location and use of buildings. structures and <br />land for trade. industry. residence and other <br />purposes (31-23-301). <br /> <br />For purposes of safety such uses may be regUlated. <br />restricted. and limited on or along storm or <br />floodwater runoff channels or basins. as designated <br />by The Colorado Water Conservation Board (31-23-301). <br /> <br />Regulations within a district for a class or kind of <br />building may restrict erection. construction. <br />alteration. repair or use of buildings (31-23-302). <br /> <br />Zoning regulations shall be in accordance with a <br />comprehensive plan (31-23-303) to: <br /> <br />o lessen congestion in streets. <br /> <br />o secure safety from fire. panic. flood waters and <br />other dangers. <br /> <br />o promote health and general welfare. <br /> <br />o provide adequate light and air. <br /> <br />o prevent overcr0101ding. <br /> <br />o avoid undue concentration of people. <br /> <br />o promote energy conservation. and <br /> <br />o facilitate adequate provision of transportation <br />and utilities. <br /> <br />Zoning regulations may be changed subject to <br />protests (31-23-305). and the decisions of the <br />zoning board of ad justment. which may ad just <br />decisions of officials Charged with implementation <br />of zoning (31-23-301). <br /> <br />Planned unit development regUlations may be enacted. <br />as authorized in Article 67 of Title 24. <br /> <br />II-A-:2 <br />
