recommendations to and from other local governments
and State agencies; and acting upon land use
commission requests (24-65.1-301).

The functions of other State agencies are also
specified by the statute; they include sending
recommendations to local government and the land use
commission relating to designations; providing
technical assistance to local governments concerning
designations. and quidelines; and fulfilling roles
of primary responsibility. such as that of the Water
Conservation Board with regard to floodplains. the
Soil Conservation Board and soil conservation
districts with reqard to soils. other matters.
erosion and sedimentation. floodwater problems and
watershed protElction. (24 -65.1-302) . (see
Implementation. below. also)

Guidelines for designation of matters of State
interest. and administration of areas and activities
of State interest are provided by the relevant State
agencies. which shall also provide technical
assistance as requested by local governments
(24-65.1-108. -302).

may identify areas of oil and gas development for
designation. requests by the State Land Use
