<br />COLOllAOO FLOOD CONTROL <br />AHll ORAINNlE l.AIIS <br /> <br />IMPLEMENTATION <br /> <br />issued by State agencies; holding the required <br />hearings for designation and for permit applications; <br />granting or denying permits; receiving and sending <br />recommendations to and from other local governments <br />and State agencies; and acting upon land use <br />commission requests (24-65.1-301). <br /> <br />The functions of other State agencies are also <br />specified by the statute; they include sending <br />recommendations to local government and the land use <br />commission relating to designations; providing <br />technical assistance to local governments concerning <br />designations. and quidelines; and fulfilling roles <br />of primary responsibility. such as that of the Water <br />Conservation Board with regard to floodplains. the <br />Soil Conservation Board and soil conservation <br />districts with reqard to soils. other matters. <br />erosion and sedimentation. floodwater problems and <br />watershed protElction. (24 -65.1-302) . (see <br />Implementation. below. also) <br /> <br />Guidelines for designation of matters of State <br />interest. and administration of areas and activities <br />of State interest are provided by the relevant State <br />agencies. which shall also provide technical <br />assistance as requested by local governments <br />(24-65.1-108. -302). <br /> <br />Local governments (counties and municipa li ties) do <br />the actual designations of matters of State interest. <br />except for the State oil and Gas Commission. which <br />may identify areas of oil and gas development for <br />designation. requests by the State Land Use <br />Commission. and other agency recommendations <br />(24.65.1-302. -407). <br /> <br />Designations are <br />required hearing <br />furnish assistance <br /> <br />made by a process involving a <br />for which State agencies shall <br />(24.65.1-401. -403. -404). <br /> <br />As authorized. the Department of Local Affairs may <br />provide financial assistance for 10ca 1 governments. <br />depending on the degree of need. as prescribed in <br />24-65.1-403. <br /> <br />The Colorado Welter Conservat ion Board sha 11 <br />coordinate and prescribe the standards for all <br />floodplain studies. so as to promote reasonably <br />uniform standards for the identification and <br />designation of floodplains; any local government <br />seeking assistance for funding floodplain studies <br />shall notify the Board before so doing (24-65.1-403). <br /> <br />I-D-4 <br />
