<br />COlOllAOO FLOOD CONTROL <br />NIl ORAIIWlE lAWS <br /> <br />NOTE <br /> <br />o or areas around key facilities in which <br />development may have a material effect upon the <br />key facility or the surrounding community. <br /> <br />These four categories of places are defined more <br />precisely in the statute (24-65.1-201). <br /> <br />Local governments shall administer the areas of <br />State interest in accordance with criteria specified <br />in statute (24-65.1-202). Certain special powers are <br />granted such as: <br /> <br />o the power to give preference to a use other than <br />mineral extraction. if such extraction or <br />exploration would cause significant danger to <br />pUblic health and safety. and the economic value <br />of the minerals to be extracted are found to be <br />less than the value of an existing or requested <br />use (24-65.1-202). <br /> <br />Local governments shall administer floodplains in <br />accordance with criteria intended to mlnlmize <br />significant hazards to health and safety. Other <br />natural hazard areas are also to be administered as <br />specified and all such areas will be managed in <br />accordance with g'uidel ines to be promulgated by the <br />relevant State agencies such as the Colorado Water <br />Conservation Board. who enforces floodplain regula- <br />tions. (24-65.1-202) <br /> <br />Local governments under (24-65.1-203) may designate <br />certain activities of State interest from a list of <br />activities such as site selection of: <br /> <br />o major new domestic water and sewage treatment <br />systems. <br /> <br />o development of solid waste disposal sites. <br /> <br />o hazardous waste disposal sites. <br /> <br />o major facilities of a pUblic utility. and others. <br /> <br />Criteria for administration of activities of State <br />interest is specified in this statute. such as <br />ensuring that construction of new water and sewage <br />facilities will result in proper utilization of <br />existing treatment plants and orderly development of <br />adjacent communities' water and sewage systems. <br /> <br />I-D-2 <br />
