This statute also <br />allows and encourages local governments to designate <br />these areas and activities and provides for State <br />agency assistance to local government. The basic <br />purpose of this statute is to force broader <br />consideration of the impacts concerning development. <br />This additional authority will enable local <br />governments to regulate the development impacts to a <br />greater extent with the use of a permitting process <br />(sometimes called "Section 1041 permitting" after <br />the bill's section. before codification of the act <br />into the C.R.S.). <br /> <br />See county and municipal planning and zoning topics. <br />Colorado Land Use Commission, Topic IV D, and see <br />also, not covered here, 24-32-111, Department of <br />Local Affairs, and 29-20-101--107, "Local Government <br />Land Use Enabling Act", granting additional <br />authority for zoning and restriction in hazardous <br />areas. <br /> <br />The General Assembly has defined a variety of areas <br />and activities of State interest as categories from <br />which local governments may designate specific areas <br />and activities to be administered under this <br />statute; the legislative definitions are extensive <br />(see below) (24-65.1-103, -104). <br /> <br />All State agencies which may grant or deny a permit <br />for development in an area or activity of State <br />interest are directed to develop rules and <br />regulations for response to permit applications, and <br />for response for any hearings, and shall apply this <br />statute (24-65.1-108). <br /> <br />Local governments under procedures specified in the <br />statute (24-65.1-201) may designate areas of State <br />interest such as: <br /> <br />o mineral resource areas, <br /> <br />o natural hazard areas, <br /> <br />o areas having or containing historical, natural or <br />archaeological resources of Statewide importance, <br /> <br />I-D-l <br />
