<br />COLORADO f LOOIl CONTROL <br />AND DRAINAGE LAWS <br /> <br />FORMATION <br /> <br />ADMINISTRATION <br /> <br />IMPLEMENTATION <br /> <br />FINANCING <br /> <br />wastes of a liquid nature. or storm. flood. or <br />surface drainage waters. including al.l inlets. <br />collection. drainage or disposal plants. and outfall <br />sewers; all pumping. power. and other equipment and <br />appurtenances. . . ". (30-20-402) <br /> <br />County Formation is beyond the scope of this text. <br />Several types of districts are authorized within <br />counties; see Related Topics. <br /> <br />The board of county commissioners. or some other <br />body designated in a home rule charter (30-11-511). <br />or a special body created under a joint operating <br />agreement (30-11-101. 30-20-402) wi 11 adminis ter <br />projects under the statutes here described. <br /> <br />See Specia 1 Powers. 1 -B-1. Normal county procedures <br />for commissioners' decision making and administration <br />will control. except where elections are required <br />for the creation of debt or other purposes (see <br />limitations section. below). <br /> <br />Counties have general. power to tax and create debt. <br />when authorized by election approval. for the <br />purposes in part 1 of title 30. article 11 (general <br />powers; see Specia 1 Powers. 1 -B-1). (30-11.-107) <br /> <br />Counties are authorized to use anticipation warrants <br />and revenue bonds to finance projects under part 3 <br />(see Special Powers. and Definitions. above - pUblic <br />projects). Anticipation warrants to finance <br />construction and improvement of existing facilities <br />are to be paid from the sinking fund. Part 3 allows <br />the financing of pUblic projects only by revenue <br />bonds (and anticipation warrants); no general <br />Obligation funding is allowed. (30-20-303. -306. <br />-309) . <br /> <br />Under part 4. water and sewerage facilities (see <br />Definitions. I-B-3) may be funded by use of <br />anticipation warrants. for the organization. <br />financing of acquisition. and completion of <br />facilities. and revenue bonds may be issued for <br />long-term funding. but the life of the revenue bonds <br />may not exceed the life of the facility. The county <br />may pledge the revenues from the facility. and also <br />covenant certain other conditions. (30-20-.403. -404. <br />-407). Also. undE!r part 4. service charges of all <br />sorts are authoriz,ed for services of the facilities <br />(30-20-402) . <br /> <br />I-B-4 <br />
