COLORADO FLOOD CONTROL NIl DRAINAGE LAWS NOTE LIMITATIONS County financing is controlled by numerous other statutes. The more generally applicable statute is 30-25-101--206, on County finance. However, 30-25-106 limits the use of general fund financing to projects and purposes which do not include pUblic works. and purposes which are voted upon. Alternative financing for projects and purposes which are otherwise authorized for counties is provided by the County Capital Improvement Trust Fund Financing Act (1982). which provides for the creation and use of a special fund for capital improvements. This would presumably allow use of the fund for drainage and flood control projects as they are authorized in the manner described above (30-26-501--513). It might be noted also that home rule counties may have capacities which are different from and larger than those for normal counties. Finally, note that title 29 contains limitations on the ability of local governments to increase their tax levies and assessments. in some cases. from one year to the next (29-1-301--305).
