Project manager for the transfer of approximately 20 <br />percent of the shares in an agricultural ditch company for the City of Aurora. Selected and directed <br />consultant in the analysis of the potential yields of the transferred water rights and led the <br />negotiations in settlement discussions with all oppos'~rs in the case. <br /> <br />Box Elder Wellfield, Aurora, Colorado. Project manager for the study of potential yield of over <br />twenty irrigation wells in the Box Elder alluvium for the City of Aurora. Study involved pump <br />testing and historical yield analysis of several farms near the Denver Airport and estimation of <br />potential yield of a new wellfield. <br /> <br />Cherry Creek WeUfield, Aurora, Colorado. Project Manager for the development of a detailed <br />model of the Cherry Creek alluvium from Cherry Creek Reservoir to the Town of Parker. Model <br />was developed in support for a plan of augmentation for the City of Aurora's Cherry Creek <br />Well field. Integrated the developed model with Aurora's GIS system for analysis with various plans <br />of operation and impacts on adjacent wells. <br /> <br />Antero Reservoir Operations, South Park, Colorado. Led settlement discussions for the City of <br />Aurora with the Denver Water Department and the Colorado State Engineers office to resolve <br />dispute over Antero reservoir operations. The Casf: involved a cease and desist order against the <br />Denver Water Board over conflict with Aurora water decrees and an agreement between Denver and <br />the State Engineers office. Proposed and finalized solution satisfactory to all parties involved. <br /> <br />Tarryall Basin Water Rights Administration, South Park, Colorado. Negotiated for the City of <br />Aurora with the Denver Water Board, the City of Thornton, and the Colorado State Engineers offic,~ <br />over a new method of administration of water rights. in the Tarryall Basin. Th,~ case involved the <br />legal interpretation of twelve water transfer decrees and sixty-five separate water rights held by <br />Aurora and Thornton. Finalized method of administration satisTIlCtory to all parties and the State <br />Engineers office. <br /> <br />Water Diversion Database, Aurora, Colorado. Df:signed and built relational database for the City <br />of Aurora for daily water rights accounting. TIle database allows seamless integration between the <br />city's daily optimization models, historic yield analysis, planning models and the city's GIS system. <br />Monthly archives are automatically updated along with direct computation of return flow obligations <br />for the city's water operations. <br /> <br />Utility Billing Database, Aurora, Colorado. Designed and built relational database for the City of <br />Aurora's utility billing department. Every water usage account for the city since 1992 was <br />integrated into the new database and linked to the city's GIS system. The database allows easy point <br />and click of individual water accounts and complex queries including total water use for a selected <br />month in a particular drainage basin. The database has proved invaluable for later irrigation retum <br />flow studies and water conservation analysis for the City of Aurora. <br /> <br />Flood Warning System, Aurora, Colorado. Dev,~loped and expanded real-time flood warning <br />system for the City of Aurora. System enhancements included automatic fax dissemination of NWS <br />warning messages, digital paging of standby pf:rsonnel of alarm ,;onditions, and! remote display of <br />rainfall and stage sensors. Integrated the flood warning system with the Colorado streamflow <br />satellite monitoring system to allow constant analysis of over 140 stream gauges in the state. The <br />flood warning system now controls daily water meeumrement for all of the City of Aurora's water <br />operations department.
