Bliss <br />Woodward Clyde Federal Services <br />101 South 1081h Avenue <br />Omaha, Nebraska 68154 <br /> <br />Dear Mr. Bliss: <br /> <br />Based on the authority conferred to the U.S. Fish and Wildlife Service (Service) by the Endangered <br />Species Act of 1973, as amended (16 U.S.c. 1531 et llil.), the Service reviewed your letter of <br />September 18, 1998 regarding the proposed Pawnee Creek Flood Mitigation Project in Logan County, <br />Colorado near the City of Sterling and potential impacts to federally listed threatened, endangered, and <br />candidate species. As described in your letter, the proposed project involves the construction of flood <br />flow routing structures near the town of Atwood, near the Highway 6 and Union Pacific Railroad (UPPR) <br />bridges over Pawnee Creek, and near Riverside Cemetery. <br /> <br />Based on the project description and habitat information provided in your letter, the Service agrees with <br />the determination that the proposed project is not likely to adversely effect the whooping crane (Grus <br />americana), Eskimo curlew (Numenius borealis), black-footed ferret (Mustela nigripes), bald eagle <br />(Haliaeetus leucocephalus), mountain plover (Charadrius montanus), or swift fox (Vulpes velox). <br /> <br />We appreciate your submitting this proposed project to our office for review and comment.
