The homesites are selected for proximity to the <br />river and relative screening from view at the Phase lA <br />lodge and condominiums. Four of these selected sites are <br />proposed to be immediately adjacent to the river. The goal <br />of the applicant is to provide these sites with direct <br />benefits of the river amenity, and yet protect the river <br />quality and existing wetlands and topography. This is in <br />keeping with the overall development philosophy of the ap- <br />plicant for the Ouray Ranch property which calls for se- <br />lected, comparatively low density development, preservation <br />and enhancement of the Colorado River fishery, and preser- <br />vation of the open, ranch atmosphere that presently exists. <br /> <br />As discussed during sketch plan review, there are con- <br />cerns regarding the setback of some of the proposed home- <br />sites from the river, maintenance of water quality, and <br />preservation of wetlands. The applicant has addressed <br />these concerns in presenting the details of this Prelimi- <br />nary Plat submittal. There has been detail soils testing, <br />wetlands review by the Corps of Engineers, and lOOyr flood <br />level study; further the applicant has decided to provide <br />sewage collection to the existing "YMCA" treatment facility <br />in order to avoid concerns with on-lot sewage treatment. <br /> <br />PROJECT FEATURES <br /> <br />A. TOPOGRAPHY <br /> <br />The project site lies along the northeast side of the <br />Colorado River. The area of development is generally <br />flat, with benches above the river sloping generally <br />southwesterly parallel to the river. The lower bench <br />level generally concerns lots 2-5 and lies at 8ft-10ft <br />above the normal river level. The upper bench gener- <br />ally concerns lots 1 and 6-9 and lies at 12ft-15ft <br />above the river level. The lower bench has two bands <br />
