<br />" <br /> <br />- 4 - <br /> <br />General Kramer mentioned that he wol.l1d like to see studies prepared for <br />a basic project delivering only supplemental water to presently irrigated lands <br />, without the complicated bookkeeping system~ Mr. Ireland pointed out that 1'8- <br />quirements for supplemental water were erratic and, while no detailed studies <br />had been prepared, an examination of irrigation shortages indicated that the <br />limited capacity of Granada Reservoir for carryover storage wOllld preclude 8Xl,y <br />project based solely on supplemental deliveries. Mr. Ireland also stated that <br />some system of exchange and bookkeeping would still be necessary and that a <br />project for supplemental use did not appear to be any less complicated. <br /> <br />Chairman Gildersleeve stated that a tabulation of flows below the pro. <br />ject area at Garden City, Kansas would be ,informative and would give some in'" <br />dication of present river flows going to groundwater recharge above Garden City. <br />Mr. Lohman commented on recharge conditions in the Garden City area, increase <br />in irrigation pumping, and probability that the Garden City record would show <br />the present picture. <br /> <br />The subcommittee agreed that the technical studies were adequate under <br />the operation assumptions presently proposed by the Bureau of Reclamation," but <br />in view of the probable administrative difficulties, recommended that new <br />studies be prepared based on a project for furnishing supplemental water, only, <br />to which other uses might be added if found desirable ih the future. <br /> <br />Mr. Ireland mentioned that a possible alternative project would be a main- <br />stream reservoir near Syracuse, Kansas and that the water supply and uses would <br />be essentially the same as those shown for Granada ReserVOir. <br /> <br />Mr. Redmond explained briefly the results of preliminary studies for a. <br />Syracuse Reservoir showing the downstream flood control benefits and provision <br />for multiple use. General Kramer stated that his comments regarding the' Granada <br />Project would also be applicable to the Syracuse Reservoir Project. <br /> <br />Arkansas Valley Drainage and Flood Control Project <br /> <br />MI'. Redmond and Mr. Martin explained provisions of the project for drain- <br />" age of land and flood control. Several changes in text of the report were' also <br />presented. Mr. Redmond stated that in regard to drainage, the benefits shown <br />would accrue as a result of drainage and did not include additional benefi.ts as <br />a result of water salvage which would be evaluated at a later date. <br /> <br />Considerable discussion was presented in regard to use of and title t~ <br />salvage water. MI'. Burgess expressed the opinion that the salvaged water would <br />most likely become a part of the basic river supply for use by present appropri- <br />ators. General Kramer suggested that the project be simplified by Showing a. <br />monetary benefit on an acre-foot basis for the salvage water not consideri~ who <br />would be the ultimate user. Mr. Redmond pointed OIlt that the beneficiaries <br />customarily share in the repayment and such approach presents problems of ex- <br />planation. <br />
