<br />.: <br /> <br />- 3 - <br /> <br />General Kramer noted that the outlet provided in the plans would re- <br />quire about 40 days for evacuation of flood control space and suggested that <br />an increase in outlet capacity might be desirable. Mr. Redmond and Mr. Sutton <br />explained the Wolf Creek channel conditions below the reservoir which were <br />determining factors in design of the outlet capacity. It was agreed that <br />some consideration should be given to increasing the size of the reservoir <br />outlet. <br /> <br />Mr. Martin pointed out that flood control operation for Wolf Creek <br />flows would reduce flood peaks and prolong runoff thereby increasing the <br />usable water for downstream irrigation ditches.' <br /> <br />General Kramer asked about flood protection for other cities in the <br />area. Mr. Redmond explained that considerable study had been given to other <br />local flood problems showing that flood control protection could not be justi- <br />fied at this time. Mr. Dorroh stated that the Soil Conservation Service has <br />reservoir plans for Willow Creek near Lamar. <br /> <br />Mr. Martin disc~ssed the difficulties involved in computing a quan- <br />titative effect upon state line flows by Wolf Creek Reservoir flood control <br />operation ~d asked if such a determination would be necessary. It was the <br />opinion of the subcommittee that a quantitative study would be desirable, in <br />view of the interstate situation, and that the effect on stateline flows com- <br />puted for one or two major floods such as 1949 or 1951 would be adequate. <br /> <br />Granada Reservoir Project - Bureau of Reclamation <br /> <br />Mr. Ireland explained the nature of the project, the purposes to be <br />served, and the principles of operating in conjunction with the existing <br />John Martin Reservoir including the necessity for exchange agreements. <br /> <br />Mr. Martin asked if studies of daily flows had been made to determine <br />the quantity of water divertible to storage through the feeder canal. Mr. <br />Ireland explained that monthly stateline flows modified to show the effect <br />of John Martin Reservoir were used as a basis for available flows as no modt- <br />fied daily flow data is available and that future studies would be made using <br />modified daily flows if possible. <br /> <br />General Kramer stated that the method of operation in conjunction with <br />John Martin Reservoir and proposed system of exchange with resulting book- <br />keeping prcblems would present administrative complications which would far <br />outweigh the benefits. General Kramer also felt that operation to provide <br />supplemental water in some years and water for new lands in other years would <br />be difficult to operate. The method of replacement to John Martin Reservoir <br />for possible additional upstream use and evaporation from a permanent fish <br />pool were also questioned. <br /> <br />Mr. Ireland stated that the project was set up to benefit essentially <br />the same users who now benefit from the John Martin Reservoir and it was <br />thought that any deviation from this plan would present added difficulties <br />as some system of exchange with John Martin Reservoir would be necessary in <br />any case. <br />
