Forest Service <br /> <br />Mr. Rosa explained that the $tudies being presented considered principally <br />the program effect during maj or f~oods and were prepared in response to recom- <br />mendations of the subcommittee at, a previous meeting when the same program was <br />discussed. ' <br /> <br />Considerable detail was presented shoWing the computed effect of watershed <br />treatment programs and small deteiltion dams on small plots for selected storJllll. <br />, <br /> <br />Mr. Martin pointed out that the program effect should be routed downstream <br />to points of interest rather than, showing an accumulated effect of small areas <br />at sites of original reduction. Mr. Martin also mentioned that such programs <br />could aggravate downstream flood <;:onditions. Mr. Rosa stated that although a <br />program of land treatment and smafl detention dams will greatly modify tributary <br />floods from local summer storms, small detention dams become relativelr iheffect- <br />ive in reducing major floods at dpwnstream points where the time of concentration <br />is several hours.' <br /> <br />General Kramer asked the status of the Fountain River program in light of <br />current Department of Agricultureipolicies and limitations on size of projects. <br />Mr. Rosa and Mr. Dorroh explained the present progr!!lIl limitations which would <br />probably necessitate reduction or , separation of plans for the Fountain River <br />area. <br /> <br />Mr. Redmond asked if copies of Mr. Rosa IS study were being made available <br />for further AWR work. Chairman G!ildersleeve stated that the subcommittee intends <br />to prepare a hydrology appendix for Colorado AIVR including all such studies. <br /> <br />Upstream Flaod Protection, Arkans~s River above Pueblo - U. S. Forest Service <br /> <br />Mr. Rosa presented the studies in considerable detail. In general, the pro. <br />cedures used were the same as for the Fauntain River area. <br /> <br />General Kramer asked the effect of the detention dams an local irrigation <br />ditch rights and noted that this area was not sufficiently developed to justify <br />large flood control measures. Mr,. Rosa painted out that there were only a few <br />minor structures involved on the tributary areas and that local damages from <br />summer storms were sufficient for, justification. There would be na material ef- <br />fect upon majar floods used for downstream justifications. The studies were <br />accepted as being an adequate informational basis for the hydrologic purposes <br />.of the subcammittee, with the understanding that the studies had not been subject <br />to departmental review. <br /> <br />Wolf Creek Reservair - Corps of Engineers <br /> <br />Mr. Martin explained the physical features of the flood cantrol reservoir <br />and discussed the protection provided. Mr. Redmond discussed alternate plans <br />Which were considered and discarded in favar of a ,flood contral reservoir which <br />would pravide downstream protection as well as local protection. <br />
