<br />~ <br /> <br />" <br /> <br />- 7 - <br /> <br />the effect on the availability of water to enable the State to comply with the <br /> <br /> <br />Arkansas River Compact, Colorado objects to, and would be compelled to oppose, <br /> <br /> <br />the authorization of the proposed development in accordance with the report of <br /> <br /> <br />the Department of Agriculture entitled "Survey Report - Fountain River Water- <br /> <br /> <br />shed, Coloradoll dated 1951- <br /> <br /> <br />It is recognized that this specific objection does not apply to all of <br /> <br /> <br />the propos~d measures set forth in the report. The objections here made, how- <br /> <br /> <br />ever, are directly related to the over-all program of development set forth in <br /> <br /> <br />the report. <br /> <br /> <br />Colorado also points ~ut that, although the study, survey and investi- <br /> <br /> <br />gation for a plan of comprehensive development, undertaken under the Arkansas- <br /> <br /> <br />White-Red River Basins Inter-agency Committee, is not intended to interfere <br /> <br /> <br />~ith investigations in separate areas, or with construction Which has been <br /> <br /> <br />undertaken, yet a program for development, such as that recommended by the De- <br /> <br /> <br />partment of Agriculture on the Fountain River in Colorado, should comply with <br /> <br /> <br />the treatment of similar areas within the Arkansas-hhite-Red River basins as <br /> <br /> <br />well as with policies finally recommended with respect to the entire basin; <br /> <br /> <br />and it is clear that such, a program should be integrated with all facilities <br /> <br /> <br />and other measures proposed throughout the larger basins areas. No dbubt it, <br /> <br /> <br />and similar programs, are related to projects and programs of other agencies <br /> <br /> <br />within the Department of Interior, and other Federal agencies and departments <br /> <br /> <br />which are contemplated for inclusion in the comprehensive report of the Arkan- <br /> <br /> <br />sas~White-Red River Basins Inter-agency Committee. In accordance with procedure <br /> <br /> <br />adopted by the Arkansas-Vfuite-Red River Inter-agency Committee, there has been <br /> <br /> <br />created a Colorado State Committee for cross-coordination and particular study <br /> <br /> <br />of land and water resources within that part of the Arkansas River Basin which <br />
