The proposed progran! on the Fountain !liver Vlatershed; e1Jidenced <br /> <br />, <br />by the report here under discussion has never been dcted upoti by this 0010- <br /> <br />rado Committee, nor have any conclusions been reached with re;spect to it in <br /> <br />connection with the over-all program of development within this State in the <br />Arkansas Valley. It does not seem logical, under these circumstances, that <br /> <br />an effort should now be made to secure Congressional authorization to proceed <br /> <br />with the independent plan set forth in the report. <br />In raising these ~uestions and offering the objections and recommen- <br /> <br />dations herein contained, it should be understood that Colorado is not opposed <br /> <br />to, but on the contrary encourages, land treatment, reforestation and appropri- <br /> <br />ate measures for the control of run-off in the upper watersheds of its rivers. <br /> <br />Such measures are necessary and advisable in aiding flood control and the con- <br /> <br />servation and appropriate utilization o! land and water resources of the State. <br /> <br /> <br />However, in approving such a plan, thE:> State must consider important questions, <br /> <br />such as those raised by these comments, and be assured through adequate surveys, <br /> <br />studies and data, that desirable programs are 'so planned that they do not con- <br /> <br />flict with existing water rights of its citizens nor conflict with State's ob- <br /> <br />ligations under an interstate compact. As a matter of policy in interstate <br /> <br />relations, Colorado also believes it important to cooperate with such activi- <br /> <br />ties as the Arkansas-White-Red River Basins investigations. <br /> <br />Respectfully submitted, <br /> <br />Clifford H.
