(h) and (i) of the <br />remedial measures recommended for the protection of Manitou Springs or for ,road <br />erosion control. since detailed information regarding such measures is not :in- <br />cluded in the report and the fact that the survey report has not been made pub- <br />lic precludes consultation with the directly affected interests. <br />Colorado is unable to comment on item (g). Such purchase of existing <br /> <br />water rights to carry out this program involves troublesome l~gal questions <br />relating to change in "points of diversion". If such purchase of water rights <br /> <br />would be extensive. then serious economic issues are raised and fundamental <br /> <br />matters of policy relating to the conversion of private water. rights to Federal <br /> <br />purposes become important. Colorado suggests clarification of this proposal - <br /> <br />its extent and procedure contemplated. <br /> <br />As a general comment, Colorado notes that the report contains no de- <br /> <br />finite statement or reference relative to the relationship between measures <br /> <br />recommended therein and projects of other agencies within the Department of <br /> <br />Agriculture and other Federal Departments. which are contemplated for inclu- <br />sion in the comprehensive report of the Arkansas-White-Red Basins Inter-agency <br />Committee. <br /> <br />On the basis of the foregoing coments. and until sufficient data are <br />made available to evaluate the effects of the proposed project measures upon <br />usable quantity or availability for use of water supply which has historically <br />been yielded by the Fountain River as a tributary of the Arkansas River, and <br />
