.. ,- 5 - combinations thereof, which may involve construction of dams, re- servoirs and other works for the purposes of water utilization and control, as well as the improved or prolonged functioning of exist- ing works: Provided, that the waters of the Arkansas River, ,as . defined in Article III, shall not be materially depleted in usable quantity or availability for use to the water users in Colorado and Kansas under this compact by such future development or construction." Since the project being considered is in a tributary basin of the Ar- kansas River in Colorado, a positive evaluation should be made in the project report of the effects of the project measures upon the usable quantity or availability for use of the, water supply which has histOrically been yielded by the tributar,y. The comments of the Bureau of Reclamation, Corps of En- gineers, Federal Power 'Commission and U. S. Geological Survey, as published in the appendix to the Survey Report, all contain references to the possible ef- fects of the proposed remedial measures on downstream water uses. However, no estimate of stream depletion resulting from the proposed project installations was made in the report, to furnish a suitable basis of comparison with the pre- sent yield of the watershed available for water users in the' Fountain River Basin or those downstream from its mouth. The only reference to the matter is found on page 126 of the appendix, where it is stated: "The relationship of the recommendations in this report to the provisions of the Arkansas River Compact between the States of Colorado and Kansas has also been considered and it appears that the recommended program, when fully installed, would not significantly affect the terms of that compact."
