FINDING OF NO SIGNIFICANT IMPACT
for the
Skyrocket Creek Streambank RE!habilitation Project
Ouray, Colorado

1. I have reviewed and evaluated the information presented in the environmental
assessment (EA) which describes the rehabilitation of a streambank on Skyrocket
Creek. This project entails replacing the existin~J diversion with a 30-foot-long and
12-foot-high stone/gravity wall. This would protect U.S. Hi'ghway 550, the
community's natural hot springs aquatics center, visitor center and children's
fishing pond, a 6-inch water line, and a 12-inch sewer collector line and manholes.
I have carefully considered the views of other agencies, organizations, and
individuals on the potential environmental effects of the proposed modification.

2. The possible consequences of the work described in this EA have been studied
with consideration given to environmental, economic, social, and engineering
feasibility. In evaluating the effects of the proposed rehabihtation, specific
attention has been given to significant environmental conditions that could
potentially be affected. The effects have been thoroughly coordinated with the
U.S. Fish and Wildlife Service and State Historic Preservation Officer.

3. Based on my review of the EA and my knowledge of the project area, I am
convinced that the proposed project is a logical and desirable alternative.
Furthermore, I have determined that the project would have no significant, long-
term effects on the environment and cultural resources and that the proposed
mitigation measures are sufficient to compensate for any potential effects.

4. Based on these considerations, I am convinced that there is no need to prepare
an environmental impact statement. Therefore, the EA and Finding of No
Significant Impact provide adequate environmental documentation for the
proposed action.

Date

Michael J.
