Goal 4 (Serve as the nation's portal for emergency management
information and expertise)

. Information portal
. Knowledge management
. National communication and warning system

CWCB Comments

. Collaborate with local and state governments in the development and operation of the national
emergency management information system

. Utilize colleges and universities throughout the country which have a history of research and
applications in emergency management to upgrade the national emergency management
information system and ensure that each state has at least one research facility at the college
or university level

. Incorporate disciplines such as psychology, sociology, geography, political science into the
national emergency management information system to ensure that scientific and economic
information is understood and analyzed in the context of how people and institutions react and
could react to various strategies (e.g. make sure that you have thought about the people and
institutions that you are trying to help and how your help is really going to work)

. Encourage business and education institutions to volunteer or donate technical expertise in
developing on line help

. Create a centralized "nationwide information warehouse" and make it accessible to everyone
via the internet

.
