Identify critical infrastructure (i.e. raw water systems, municipal utilities, transportation <br />systems, dams, schools, hospitals), include computerized control systems and locate them on <br />local/state/federal GIS; identify critical infrastructure that is prone to terrorism and combine <br />that information with natural hazard risk information and determine the specific nature of the <br />terrorist risk (i.e. chemical poison, bio-hazard, explosion) <br /> <br />. <br /> <br />· Develop with local and state governments models and guidelines for maximizing the safety of <br />critical infrastructure (i.e. what gets fenced off, when do visitors like fishermen have to be <br />screened, what constitutes a satisfactory safety inspection program); develop standards and <br />procedures for isolating and securing computerized control systems for raw water systems <br />and other critical infrastructure to prevent unauthorized computer entry into such control <br />systems <br /> <br />. Provide funding for protection of critical water infrastructure to state-level natural resource <br />agencies that demonstrate capability to effectively participate in the terrorism planning and <br />preparedness process through a three-part program: <br />1. Outreach by state water agencies to water users throughout the state concerning the <br />state's assessment of security needs (site security, threat identification, risk analysis, risk <br />reduction, impacts, and response/recovery planning); <br />2. Cost-share program for reasonable risk reduction, response/recovery planning, and <br />response/recovery plan implementation; <br />3. Coordinated/cooperative review of major raw water facilities within the state <br /> <br />· Ensure that each state's dam failure inundation maps identify critical infrastructure that could <br />be subject to terrorist-caused dam failures <br /> <br />· Create training programs for planning and response staff that include exercises to address <br />various "what if" scenarios. Implement ''table top" training to enhance learning and <br />preparedness. <br /> <br />. <br /> <br />4 <br />
