<br />Goal 2 (Minimize suffering and disruption when disasters occur) <br /> <br />. Quick and effective response <br />. Shared responsibility in managing disasters <br />. Timely assistance <br />. Mitigation in recovery <br /> <br />CWCS Comments <br /> <br />. Document disasters and their specific effects within 7 days of a disaster to develop preliminary <br />infrastructure and life support system repair and recovery priorities; ensure that causes of <br />problems that are experienced are fully understood so that the response strategies employed <br />during and immediately after the disaster are truly addressing the right causes; develop short- <br />term recovery and preliminary mitigation recommendations within 14 days of the disaster <br /> <br />. Ensure that short-term recovery assistance and guidance are consistent with long-term <br />mitigation plan goals and that they have been formally adopted by the local government(s) <br /> <br />. Incorporate values that are not necessarily directly related to disaster preparedness (i.e. habitat <br />protection and enhancement, recreation and open space, watershed and ecosystem stability, <br />functionality of agricultural infrastructure like irrigation systems) into the planning process for <br />post-disaster mitigation <br /> <br />. Proactively solicit and provide incentives to partners (not just governmental partners) who may <br />be interested in these non-disaster values to participate in the planning and mitigation process <br />and to contribute funding where appropriate <br /> <br />. Encourage or require local ownership and formal adoption of mitigation plans by elected officials <br /> <br />. Create discretionary funds for each FEMA region (or discretionary access to a portion of the <br />newly proposed emergency disaster fund), to be expended upon approval by the Regional <br />Director, to assist local and state governments following disasters that are not federally declared; <br />these funds would be used to promote pre-disaster flood hazard mitigation projects in locations <br />that have clearly demonstrated the need for such mitigation <br /> <br />. <br /> <br />3 <br />
