Develop a program to send FEMA staff to work on loan to local governments and on loan to <br />state governments so that they can better understand the perspectives of agencies and people <br />outside the federal government and so those other levels of government can better understand <br />the federal perspective. Emphasize "cross-training" for inter-governmental functions. <br /> <br />. Develop a program to send local and state staff to work on loan at FEMA for the same reasons <br /> <br />. Provide specific training so that FEMA's technical staff can better understand communication <br />and planning and FEMA's communication and planning staff can better understand technical <br />issues (better cross-training for inter-disciplinary functions); enhance communication between <br />employees with technical hazards backgrounds and employees with a military or civil defense <br />background so they can each understand the other's objectives and perspectives <br /> <br />. Support and encourage the concept of regional decision-making by FEMA Regional Offices (as <br />contrasted with Headquarters) as it relates to floodplain mapping, preparedness, response, <br />recovery and mitigation <br /> <br />. Develop incentives to create a more efficient and user-friendly govemment for its customers <br /> <br />. <br /> <br />6 <br />
