It i, anlicipated that the final F]ood Plain Management Study <br />will be completed by October 1992. <br /> <br />PURPOSE ASD SCOPE OF STUDY <br /> <br />The City of Cripple Creek has experienced a significant amount of new construction, <br />rehabilitation of existing structures and other development activity since the legalization of <br />limited stakes gaming in November 1990. This activity is expected 10 continue as the <br />gaming industry seeks an equilibrium with the available market for this type of industry and <br />economic development. With this leve] of development, property values have and will <br />continue to increase whcre it becomes more important to provide for a satisfactory ]evel of <br />protection from the effects of natural events such as precipitation and resulting runoff. <br />Cripple Creek has historically provided drainage facilities to prevent major damage to <br />streets and roads. Most recently, the impact of flood plains on potentia] development and <br />vice versa has bccome a major issue. In addition, protection of properties from runoff in <br />area., beyond a recognized floodplain is of more concern. <br /> <br />In Septemher 1991 the City of Cripple Creek entered into an agreement with tbc Colorado <br />Water Cunservation Board and the U.S. Department of Agriculture Soil Conservation <br />Service for preparation of a Flood Plain Management Study. A Plan of Work for <br />development of the Flood Plain Management Study for the City of Cripple Creck was <br />prepared by representatives of the Colorado Water Conservation Board (CWCB), the City <br />of Cripple Creek, TeUer County and U.S. Department of Agriculture Soil Conservation <br />Service (SCS). Currently, the only floud plain information availahle to local properly <br />owners is an approximate map prepared by the Felleral Emergency Maoagement Agency <br />(FEMA). The available flood plain information was not suitable for guiding development <br />and prcventing structures from being built within the actual flood plain. <br /> <br />The F]ood Plain Management Study will provide a relatively detailed flood plain <br />identification for all drainageways within the corporate limits of tbc City of Cripple Creek. <br />The Flood Plain Management Study will not recommend improvemenlS to drainage facilities <br />within the flood plains nor analyze drainage facilitiesoutsille of the flood piains. Also, tbe <br />City of Cripple Creek does not have any standardized drainage faci lity llesign guidelines for <br />use by potentia] developers or city staff. In December 1991 the City of Cripple Creek <br />authorized GMS, Inc. to prepare this Drainage Master Plan. The Drainage Master Plan will <br />supplement the Flood Plain Management Study, provide the city with a planning too] for <br />use in improving its existing storm water conveyance facilities a ndprovide detai1cd design <br />criteria for drainagc facililies in future developments. The major objcctives of this Drainage <br />MaSler Plan are to: <br /> <br />\. Determine the estimated fully developed storm water flows al various poinls <br />within the corporate ]imils of the city and coordinate lhal data with the Flood <br />Plain Management Study. <br /> <br />2. Determine the adequacy of exi,ling Jrainagc facilities and recommend <br />improvements necessary 10 correctdeficiellcie,. <br /> <br />As coordinator for alltloud relaled SlUdies 10 the stale, the CWeB esmhlish"" priorities and <br />schedules area flood plain managcment studics on a priority basis. Due to rapid <br />developmenl wilhin Cripple Creek associated with lhe legalization of limited Slakes gaming, <br /> <br />3.
