<br />The precise size, type and location of the recommended improvements presented <br />herein should not be considered absolute, Sound engineering judgement should be <br />used in applying the design conceplS developed in this master plan rep ort. The need <br />for an acceptable alternative to the proposcd drainage improvements can best be <br />evaluated at the time individual developmentdrainageplansord etailed design ofa <br />spedficprojectisundertaken. At that time, a significantly enhanccd level of de tall <br />is expected 10 address site specific conditions. Proposed alternative drainage <br />improvements shall conform with the intent and design concept provided in this <br />master plan. Any such variations will be subject to acceptance by the City of Cripple <br />Creek. However, city officials should remain flexible in their interpretatiun of the <br />intent of the master plan in order to maximize the benefits to be obtained from <br />comprehensive storm water management while minimizing adverse impacts on the <br />utilization and aesthetic quality of Cripple Creek. <br /> <br />D. <br /> <br />Drainal:e System CaDitallmprovements Plan <br /> <br />The recumm"ndations contained in this report propose construction of new structures <br />and improvements together with modification of existing structures. Specific <br />recommendations include the construction of a storm sewer system in Bennett <br />Avenue with various components of the system occurring between First Street and <br />Fourth Stree!. Additional recommendations include construction of a storm sewer <br />collection and conveyance system in the arca of existing Pony Gulch, construction of <br />storm sewer outfal1lines in Second Street, Third Street and Fourth Street from areas <br />north of Bennett Avenue to Cripple Creek, improvements 10 major road cr(ls~ing~ <br />of Cripple Creek and replacement of road crossing culverts through various portions <br />of the city. A detailed description uf all projects along with a preliminary cost <br />estimate for these projects is included herein. <br /> <br />Preliminary COSl estimates for construction of the improvements recommended within <br />this repun hav\: heell prepared utilizing 1992 construction and material cost data. <br /> <br />1.3 <br /> <br />It is estimated that the total project costs including contingencies, legal and <br />engineering fees, to complete the proposed storm drainage improvements wit! be <br />$2,171,409. Work has heen prioritized tn allow the city to complete work for which <br />they have budgeted funds in 1992 and a projected budget has been preparcd which <br />will alluw completion of the identified improvement;; by the year 1996. In addition <br />to the projects being undertaken by the city, considerahle undeveloped land exists <br />along the drainageways which, at some point in time in the future, may be developed, <br />During development of those parcels of land, significant dr:J.inagc improvements will <br />be required by the developers of said property. Cost for those improvements shall <br />be borne by the developer and could easily reach $2,000,000 if all undeveloped land <br />within the city's corporate limits is developed. <br /> <br />Developers will be required to submit Drainage Facility Plans in conjunction with <br />their development plans for review by the city. The Drainage Facility Plans sh:J.ll <br />completely describe how all runoff entering and generated by a development site will <br />be intercepted, conveyed or detained. Design of all proposed drainage facilities shall <br />be in compiete accordance with this master plan. <br /> <br />E. <br /> <br />Draina~e Criteria <br /> <br />This Drainage Master Plan discusscs the development and application of various <br />hydrologic and hydraulic principles and criteria. This final plan document is <br />accompanied by a summary of that material for the city's adoption a.~ a city standard <br />regulation. <br /> <br />14 <br />
