<br />SECTIO~ VIII <br /> <br />CAPITAL I:vIPROVE:vlENTS PlA~ <br /> <br />A. <br /> <br />Bl1d~et <br /> <br />The City of Cripple ereek will be funding improvement~ to its existing storm <br />drainage system by use of revenue transfers from its General Fund to its Capital <br />Improvements Fund. In November of 1990, with the approval of limited stakes <br />gaming, the citizens of Cripple Creek began to actively assess the condition of their <br />existing infrastructure and what improvements would be necessary to meet minimum <br />standards. To fund these improvements, the city established an annual fee on <br />gaming devices which is presently $1,200 per device. In addition, the city has heen <br />rel;eiving various other gaming industry related revcnues. Gaming revenues and <br />device fees are entered into the city's General Fund and then transferred to the <br />various city depanments for required capital improvements. <br /> <br />, <br />I <br />, <br />I <br />I <br /> <br />For fiscal year 1992, the City of Cripple Creek has budgeted $300,000 for drainage <br />system improvements. Of that fee, a portion has been used for preparation of this <br />master plan. The remaining funds will be used for design and construction of that <br />portion of the priority no. I drainage improvements which can be completed this <br />year. Itis anticiputed that funds uvailablewill be adequute to cons tructtheSel;ond <br />Stn:et tributary outfall from Warren Avenue to Bcnnett Avenue and construct the <br />majority of storm sewer improvements on Bennett Avenue within the Second Street <br />tributary. Upon completion of the first project in 1992, approximately 1.9 million <br />dollars in recommended improvements will remain. It is recommended that the city <br />budget between S400,OOO and $500,000 over a four'year period hcginning in 1993, <br />such that all drainage system improvements can be completed by L\I\lb. <br /> <br />VIIl.j <br /> <br />B. <br /> <br />Flood Plain Desi~nations and Revisions <br /> <br />As previously indicated, the U.S. Department of Agriculture Soil Conservation <br />Service is presently preparing a Flood Plain Management Study for the City of <br />eripple Creek. This study will include mapping indicating the limits of the various <br />flood plains within the city's corporate limits. This mapping will account for all <br />drainage facility improvement> made during the 1992 cOll!;truction season but will nol <br />acrount for any other improvements recommended by this report. In addition, SCS <br />has agreed to map the flood plains based on all improvements recommended by this <br />report. Mapping associated with future improvements will be provided only for <br />comparison of what impacts the recommended improvements will have on the limits <br />of the flood plain. The flood plain mapping associated with rec()mmended <br />improvements will not be available for public use. <br /> <br />Once completed, the Flood Plain Management Study and associated flood plain <br />information will be provided to the Federal Emergency Management Agency <br />(FEMA) for puhlicalion of a new Flood Insuranl;e Rate Map (FIRM). Once FEMA <br />has accepted thc Flood Plain Management Study prepared by SCS and published <br />their flood insurance mapping, changing the infurmation containe dthereinrequires <br />a Letter of Map Revision (LOMR). A community must reque,t a conditional flood <br />plain revision hefore permitting any encroachment into a regulatory floodway. A <br />map revision is required whencver actions increase or decrease the base flood <br />elevations published by FEMA. A community's base flood elevations may increase <br />or decrease resulting from physical changes affecting flood conditiolls, lherefore "as <br />soon as practical bul not later lhan six monlh, after the dale such data I'lecomes <br />available, a community shall notify the Administrator of the change, by submitting <br />technical or scientific data in accordance with this pan."
