Most communities, including eripple Creek, pass the responsibility for <br />developing technical data to developer~ and permil applicants. <br /> <br />Requests for map revisions may be made by cither a community or private party. <br />In either case, the application package mllst contain all technical r.1oeumentationand <br />certifications needed for the unique type ufrevisionrequested,s uch 3$ map revision <br />based on fill or f100dway revision, etc. The application must focus on FEMA's <br />technical standards and certification requirement~ for map revisions. A map revision <br />checklist is available from FEMA for this procedure. Requests fur map revisions by <br />private parties must he submitted through the community's designa tedfloodplain <br />administrator. TIle local official will then forward the application package with any <br />community comments to the FEMA regional office in Denver. The FEMA regional <br />office reviews revision requests and forwards requests directly to FEMA-FIA in <br />Washington D.C. for processing. <br /> <br />After FEMA receives a revision request, a preliminary review is performed to assure <br />aU ncecssary documentation is provided. FEMA will not undertake a detailed review <br />orforthcr action on any request until all required documemalion is provided. Once <br />all required documentation is provided, FEMA will begin their detailed review which <br />typically takcs approximately 90 d,lYS, Aftcr completmg the detailed review, FEMA <br />again informs the LOMR applicanl of any additional supporting data that must he <br />submitted. No further action will he laken on the request untillhe required <br />supporting data is received. Once all rcquired dala is received. FEMA will complete <br />its review and determine whether changcs are warranted and advise the applicant <br />accordingly h}' letter. If changes are warranted. FEMA will either initiate a physical <br />map revision (reput>1ication of the map) "r issue a LOMR. It will be bcneficial for all partie, <br />to coordinate improvements within the existing flood plain such that a minimal <br />amount of map revisions are necc,sary. It appears from looking at the fces <br />associated with map amendments and the amount of technical data required thaI <br />even minor map amendments could cost as much as $10,000 to cumplete. More <br />extensive map amendments will undoubtedly cost suhstantial1y more. It is the city's <br />position that required map amendments for presently undeveloped propertieswiUbe <br />completed at the cost of the developer of said propeny. <br /> <br />c. <br /> <br />Develoument Plan Review <br /> <br />Those partics wishing to develop property within the corporate limits of Cripple <br />Creek will be rcquired to submit to the city for review a Drainage Facilities Plan in <br />conjllJl(:tion with lheir development plan. The Drainage Facility Plan will be <br />completed in a<::cordan<::e with the requirements of this Drainage Master Plan and <br />shall address hnwal1 runofl"eotcringa property will be interceptcd,co nvc)'edand/or <br />detained.
