<br />facilities for the county's own use and for the use of the public <br />and private consumers and users within and without the countyls <br />territorial limits. <br /> <br />b) County Public Improvemen t Dis tric ts. <br />C.R.S. ~nO-20-501, 30-20-S:11. <br /> <br />- <br /> <br />The statute authorizes creation of public <br />improvement districts within any county. as taxing units for pur- <br />poses of constructing, installing, or acquiring any public improve- <br />ment. C.R.S. nO-20-513 lists special benefits for purposes of <br /><1ssessing improvements within a public improvement district, <br />particularly with respect to storm sewer drainage and drainage <br />improvements to carry off surface waters. <br /> <br />c) Public Improvements - Local Improvement <br />Districts - Counties. <br />C.R.S. ~nO-20-601, 30-20-626. <br /> <br />The statute authorizes a county by resolution <br />to construct local improvements and assess costs thereof wholly or <br />in part upon property specially benefited by such improvements. <br /> <br />d) Flood Control - Control of Stream Flow. <br />C.R.S. ~~30-30-l01, 30-28-105. <br /> <br />The statute authorizes the board of county <br />commissioners of each county for flood control purposes only: <br /> <br />- <br /> <br />II to remove or cause to be removed any <br />obstruction to the channel of any natural <br />stream whi ch causes a flood ha.zard, and for <br />such purpose only the board of cOlmty <br />commissioners shall have a i:ight of access <br />to any such natural stream, which access <br />shall be accomplished through existing <br />gates and lanes, if possible. Such <br />authority includes the right to modify <br />existing diversion or storage facilities <br />at no expense to the diverter of a water <br />right, but it shall in no way alter or <br />diminish the quality or quantity of water <br />entitled to be received under any vested <br />water right. C.R.S. ~30-30.-102 (1). <br /> <br />e) Conservancy Law - Flood Control. <br />C.R.S. ~~37-1-101, 37-8-101. <br /> <br />The statute authorizes the district court for <br />any county to establish conservancy districts fJr any of the follow- ~ <br /> <br />1-15-80 <br /> <br />(10) <br />
